Third Report and Order addresses equipment incorporating qualifying logic-bearing hardware from Covered List entities when the finished device would be barred if produced by that entity.
The Commerce Department finalized restrictions on certain connected-vehicle VCS hardware and covered VCS/ADS software with PRC or Russia nexus. Software and vehicle sales restrictions phase in with model year 2027; hardware with model year 2030 (or January 1, 2029 for no model year). Authorizations and exclusions require rule-specific review.
BIS final rule overviewThe FCC separately sought public input on whether and how a Commerce determination should affect FCC equipment authorization. The FCC inquiry remains a proposal.
