PROPOSED

Catalogue additions

MOFCOM and MOST seek comments through November 15 on 40 technologies: 23 in AI, five in biomedicine, and 12 in photovoltaics. MOFCOM describes 14 as proposed prohibitions and 26 as proposed restrictions. These entries have not yet been adopted as catalogue controls.

TEMPORARY REQUIREMENT

Pre-export registration

From October 16 until the revised catalogue takes effect, exporters must register covered technology transfers before export. This includes certain transfers of ownership, licensing for use abroad, and changes of foreign ownership or control.
